Qatar Airways flight lands safely after emergency

LAGOS, Nigeria (AP) ? A Qatar Airways flight from Doha to Lagos landed safely after declaring an emergency over a problem with its landing gear, said an emergency response official.

The Airbus A330 aircraft landed safely just after 1 p.m. local time (1200 GMT) with no injuries, said Femi Oke-Osanyintolu, the emergency management director for Lagos state.

Harold Demuren, director-general of the Nigerian Civil Aviation Authority, told The Associated Press that the flight Saturday declared an emergency prior to its arrival to Lagos. Demuren said firefighting equipment and personnel stood by for its arrival at Lagos' Murtala Muhammed International Airport.

Officials with Qatar Airways could not be immediately reached for comment.

But why do Japanese women rate as "beauty treatment" what would seem to Western women an unsightly deformation of the forehead. According to The Huffington Post, a Japanese artist Keroppy, gives an explanation that is unlikely to satisfy those cultured in Western aesthetic tastes: "People who like extreme body modification want to find their own way of doing things, and they?re always looking for new ways to do that. The more progressive the scene gets, the more these people have to experiment and go their own way."


Fortunately, the "Bagel Head" injection treatment is not permanent. The baggy mound in the forehead fades after about 16 hours because the body absorbs the saline, The Huffington Post reports.


Could this Eastern version of Hollywood Botox catch on in the West? National Geographic's recent episode of Taboo, featured the Japanese fashion trend. According to The Herald Sun, the episode (see video above) shows three body-mod enthusiasts , John, Marin and Scorpian, undergoing the "beauty" treatment, each with a needle attached to a saline drip inserted into the forehead. Jezebel reports the episode of Taboo also featured Mary Jose, "who quit her job as a lawyer to begin a drastic makeover that included head-to-toe tattoos, facial implants, piercings, an teeth filed into fangs. She's now known as 'Vampire Woman," and "another woman Elaine Davidson... the most pierced woman in the world, with over 8000 holes in her body?she has 500 piercings in her genitals alone." Asami, the beauty technician administering the treatment on the three, says "You really need to do it the right way, to reduce the risks." John describes the process as feeling like "something's dripping down my head" and a "slight stinging sensation." He also reports an intense sensation that feels like the liquid is trickling down the side of his face. He asks: "Is there something dripping down my head? I can really feel it in there, trickling down." The process takes about two hours during which the "bagel-ee" grows accustomed to the sensations: John says: "Right now it's kind of a relaxing sensation, kind of tingly, and also a kind of building pressure that's kind of slow and steady that kind of feels like it's putting me to sleep." The Daily Mail reports the trend was introduced by Keroppy who said he first encountered it in Toronto Canada in 1999 at an extreme body modification convention. He said: "I happened to meet Jerome, who was the person who pioneered saline infusions." He explained: "We stayed in contact, then eventually I experienced saline with him in 2003 and he gave me permission to bring it to Japan." According to Keroppy, the saline injection can be done on other parts of the body. Some people go for "scrotal infusions," he explained. Keroppy says there is a rise in popularity of "saline parties" in Japan. After receiving a saline bagel treatment, people take off to clubs and fetish parties to "enjoy being [bagel] freaks for the night."

Probability maps help sniff out food contamination

ScienceDaily (Sep. 27, 2012) ? Uncovering the sources of fresh food contamination could become faster and easier thanks to analysis done at Sandia National Laboratories' National Infrastructure Simulation and Analysis Center (NISAC).

The study, in the International Journal of Critical Infrastructures, demonstrates how developing a probability map of the food supply network using stochastic network representation might shorten the time it takes to track down contaminated food sources.

Stochastic mapping shows what is known about how product flows through the distribution supply chain and provides a means to express all the uncertainties in potential supplier-customer relationships that persist due to incomplete information.

If used on a larger scale, such methods also might assess the vulnerability of food supplies to wide-scale, deliberate contamination.

Tracking down the source of fresh food contamination can be difficult and time-consuming. Stephen Conrad (6924) says difficulties in adequately characterizing connections and product flows among producers, distributors and suppliers can contribute to significant uncertainty in assessing the risk of foodborne illness.

"This is often a serious problem when there is an outbreak of food poisoning in a particular region and the healthcare authorities cannot quickly trace the source of the outbreak," Stephen says.

When an outbreak occurs, epidemiologists must interview affected people to track down where foodborne exposures happened. Often those interviews take place weeks after the exposure, leading to inaccurate or incomplete information and making it difficult to pinpoint a likely food culprit. Once the tainted food has been identified, investigators must trace up through the food distribution supply chain to locate the source of contamination.

"Epidemiologists involved in trace back start behind the eight ball," Stephen says. "They attempt to reconstruct the pathway the contaminated food has traveled through the distribution network well after the fact."

Even at the supply chain level, investigating how food moves through the system is daunting. Stephen says supply chains vary widely from one food marketing system and agricultural sector to another. Some supply chain parts change frequently. Even within a single agricultural sector, some parts of the food supply chain may be characterized by enduring supplier/customer relationships, while others may be market-based and highly transitory.

Even industry insiders may not understand the supply chain map. Many only know "one up and one down" -- that is, they know only their direct supplier and direct customer. Some information about customers and suppliers can be proprietary and therefore hard to get, Stephen says.

In 2011, sprouts were the focus of a serious E. coli outbreak in Europe, but tracing contaminated products to their source proved difficult.

Sandia researchers applied the stochastic mapping technique to test data from the fresh sprout sector in a single state in the U.S., using a case study of the edible seed sprout distribution system as the basis of their computational model.

"Stochastic network representation provides the ability to incorporate and express the uncertainties using probability maps," Conrad explained. "The method enables effective risk analysis and designing robust food defense strategies."

Future work for the team will include scaling the analysis up to the company or industry level as well as mapping commodity flows into, out of and within a geographic region.

Ultimately, NISAC intends to work with partners in business and federal and state agencies to ascertain whether the agencies have a business case for adopting the method.

If there is, the team will seek to help achieve wide acceptance of using data analysis to assess risk.

Building on techniques and knowledge developed at NISAC over the past four years, the work was initiated with funding from Sandia's Laboratory Directed Research and Development program and continued with funding from the Department of Homeland Security.

"If stochastic mapping was widely used now, perhaps outbreaks, such the recent ones involving salmonella, could be more quickly tracked down and contained. Quicker containment would benefit not only consumers but also the farmers who grow fresh food for our nation and who can be severely impacted economically by uncertainties and market restrictions on sales of their products caused by delays in pinpointing an outbreak's source," Stephen says.

UNITED NATIONS (AP) ? Western nations and allies in the Middle East meet Friday to urge Syria's fractured opposition to unite, seeking a new path for ending the country's conflict amid deadlock between major powers on the U.N. Security Council.

U.S. Secretary of State Hillary Clinton was hosting talks between members of Syria's opposition and the Friends of Syria ? a coalition which includes the United States, the European Union and the Arab League ? on the sidelines of the U.N. General Assembly, seeking to encourage better cooperation among groups which oppose Syrian President Bashar Assad.

Members of local groups from across Syria and representatives of the exile group, the Syrian National Council ? including its head, Abdulbaset Sida ? were scheduled to attend.

Officials declined to name most of the opposition figures taking part, saying that doing so would risk putting those opponents of Assad in danger of reprisals.

"It's important to recognize the courage of these people, but also we need to hear from them firsthand about the types of support that they want," said a senior U.S. State Department official, who demanded anonymity to discuss details of the planned discussions.

The talks, which don't include Russia, China or Iran, take place with the Security Council at a stalemate on efforts to halt the 18-month long conflict, which activists say has led to more than 30,000 deaths.

Russia and China have vetoed three Western-backed resolutions aimed at pressuring Assad to end the violence and enter negotiations on a political transition, paralyzing the U.N.'s most powerful body and hurting chances of any progress during the General Assembly.

On Friday, fighting intensified in Aleppo ? a city of 3 million people ? with the most widespread battles reported there in two months as rebel forces launched a new offensive against Assad.

Fighting raged in the predominantly Kurdish neighborhood of Sheikh Maksoud, which was drawn into the conflict for the first time. Kurds make up Syria's largest minority and have been split in their loyalties.

Clinton has decried Assad's "murdering of his own people," while Russia's Foreign Minister Sergey Lavrov ? who will address the General Assembly on Friday ? has accused the U.S. and other countries of encouraging terrorism in their stance on Syria.

French Foreign Minister Laurent Fabius has said it is "shocking" that the Security Council had been unable to act, while British Prime Minister David Cameron denounced the deaths of Syrian children as "a stain on those who have failed to stand up to these atrocities," a reference to Russia and China.

Britain's Middle East minister Alistair Burt said Thursday that Friday's meeting would seize on tentative signs that Syria's opposition is becoming more willing to work together. "What we hear is that they do understand the need to make more progress themselves," he said.

"Our message has been consistent," Burt added. "No one is asking them to form a unified, single party, but to have a clear set of objectives addressed towards minorities and the people of Syria as to what they would do."

The State Department official said that revolutionary councils in cities including Damascus, Homs, Aleppo, Idlib and Deir al-Zour were becoming increasingly organized.

"There are also now local councils being set up to run municipal-level affairs in some of the liberated areas, particularly in places like Idlib up in northwest Syria, where the Syrian army has not been present for months," the official said.

Iranian leader Mahmoud Ahmadinejad said Wednesday that he was developing a 12-nation group to work on developing a solution to Syria's crisis, but he declined to say which countries may be involved or what steps the body might take.

"We don't want to close any options off that might be helpful in the process, but we struggle to understand how someone so involved in supporting the regime, and therefore perpetuating the cycle of violence, can be part of the answer," Burt said, referring to Ahmadinejad.

Egyptian President Mohammed Morsi has also invited Iran, Turkey and Saudi Arabia to join a contact group aimed at ending the conflict, though the Saudis have not yet participated. Saudi Arabia's Foreign Minister Prince Saud al-Faisal was addressing the General Assembly on Friday.

Libya's new Prime Minister Mustafa Abu-Shakour and foreign ministers of Germany and South Korea are also scheduled Friday to address the General Assembly.

This is the carbon fiber core of Ferrari's first hybrid

Ferrari has already said that it will never make an electric car -- at least, not while Luca di Montezemolo is in charge -- but we already know that a hybrid Ferrari is in the cards. And, this is what will hold it all together. At this year's Paris Auto Show the company rolled out this carbon fiber cage that is the core chassis of the machine. Other than a pledge that the thing will use F1-inspired technology nobody would tell us what it would be called (possibly F70, at least internally) or just when the rest of its components will be bolted on. But, for now, enjoy this sneak peek under the skin of Ferrari's next hypercar.

23 Years of CalArts Jazz Available for Download (Video)

[CalArts] ? California Institute of the Arts recently released a redesigned website (http://jazzarchive.calarts.edu/) allowing jazz fans to easily find, download and stream more than 250 tracks of original music from its 23-album jazz collection. The annual CalArts Jazz CD project, led by Jazz Studies Chair and co-founder David Roitstein and produced by Capitol/EMI, is a compilation of works written and performed by students of The Herb Alpert School of Music at CalArts and recorded/engineered at Capitol Studios & Mastering in Hollywood.

With the annual CD, CalArts established itself as a leader among worldwide music and jazz education programs, producing original student work at a high professional level.? Each year, the music is distributed to jazz reviewers and radio stations and at music and education conferences and symposiums across the nation.

Today, many music schools are emulating CalArts? professional approach to student work. ?It is miraculous that this wonderful partnership with Capitol/EMI has continued for so long,? said Jazz Studies director David Roitstein.? ?We are so very grateful for its consistent commitment to our students which has had a tremendous impact on the lives of an entire generation of talented young musicians.?

?The experience at Capitol?s studios is an extraordinary time that all participants remembers forever,? comments Roitstein. PTTEP Approves Issuance of 650 Million New Ordinary Shares

The Board of Directors of PTT Exploration and Production Public Company Limited approved the issuance of up to 650 million new ordinary shares.

The capital increase and the proposed Offering are subject to approval by the Company?s extraordinary shareholders? meeting scheduled for October 29 at the Bangkok Convention Center. The date of determination of the names of shareholders entitled to attend the Extraordinary General Meeting of Shareholders will be October 12, 2012 (Record Date).

The new shares will be offered and allocated to all eligible existing shareholders whose names appear in the share register book as of November 12, 2012. The last day on which investors may purchase PTTEP?s ordinary shares and still be entitled to subscribe for new ordinary shares is on November 7, 2012. There will be no separate tranche allotted to PTT.

All eligible existing shareholders (including US Qualified Institutional Buyers pursuant to applicable US securities law exemptions) will be allocated up to their entire pro-rata entitlements. If there are shares remaining, the remaining shares will be allocated to shareholders who subscribe over their entitlement on a pro-rata basis for at least one more round. In the event that there remain shares from allocation to eligible existing shareholders, the Company may offer such shares to institutional investors.

The final offering price will be the same to all subscribers and will be determined via a bookbuilding method to help achieve a market-driven offering price. The final offering price will be publicly announced ahead of the subscription period, along with the subscription ratio and the final number of shares to be offered. PTT, as the majority shareholder of PTTEP, will not participate in the bookbuilding but will fully support the Company by subscribing for the new ordinary shares.

Proceeds raised from the Offering will be used to repay in full the bridge financing related to the acquisition of Cove Energy; to repay certain other indebtedness; and for general corporate purposes, including funding our exploration, development, production and acquisition activities.

Mr. Tevin Vongvanich, President and Chief Executive Officer of PTTEP, said:? ?Since the Company announced the cancellation of the last shareholders meeting in August, we have revised the allocation structure for clarity and transparency. The Company?s intention for our shareholders to receive preferential rights and subscribe over their entitlements remains unchanged. The final offering price will be determined via a bookbuilding process, which will reflect market demand at the time of subscription, and will be the same for all participants.

The remaining shares, if any, will be allocated to institutional investors. The management team has actively engaged with shareholders to discuss the Company?s business strategies and the rationale behind the capital increase. We are confident that our shareholders share in the Company?s vision. The transaction is an important step towards achieving our goal of sustainable growth, providing the Company with a robust balance sheet, and continuing to deliver on shareholder returns. The offering is expected to be completed by the end of this year. We encourage all shareholders to participate and support the Company at the EGM on October 29, 2012.?

Bank of America Merrill Lynch, Deutsche Bank, Finansa Securities, Goldman Sachs, J.P. Morgan, Phatra Securities, Tisco Securities and UBS have been appointed as Joint Bookrunners for this capital increase.

Toddler Reunited With Family After Found Wandering The Streets Of ...

BELL (CBSLA.com) ? A toddler was reunited with his family after he was found wandering the streets of Bell early Tuesday morning.

Bell police received a call from a resident around 3 a.m. regarding a toddler that was wandering the 6700 block of Chanslor Avenue.

The boy, Daniel, was found wearing shorts and sandals and carrying his blanket.

Police canvassed the neighborhood, but were initially unable to find his parents and took the boy to the Bell Police Station.

Family members tell CBS2 they first noticed that Daniel was missing around 5 a.m. The boy, along with his mother and grandmother, was visiting from Mexico.

They say he unlocked two doors in the family?s home and wandered out of the house on Chanslor.

?A girl from the other house said the police came and took the baby,? Moises Rodriguez, the child?s uncle, said.

Daniel was reunited with his family just after 6 a.m.

Rodriguez says he plans to install a new child-proof lock immediately.

Guide to top diplomacy programs

These are the top 15 international relations master's degree programs, according to the College of William & Mary's Teaching, Research, and International Policy (TRIP) project's 2011 survey of international relations faculty (IR) in 20 nations. The ranking is a tally of the top five programs supplied by respondents, which were then averaged.

1. Harvard University Kennedy School of Government (established 1936; www.hks.harvard.edu). Two Kennedy School professors, Joseph Nye and Stephen Walt, were ranked on two of the survey's lists of the best and most influential scholars in the field of international relations. Harvard has moved up from No. 3 last year.

2. Georgetown University Department of Government (est. 1922; government.georgetown.edu). Georgetown offers joint degrees in international relations and a master of science in foreign service through its Edmund A. Walsh School of Foreign Service. It was the first to confer a degree in "international affairs." Georgetown was ranked No. 8 last year.

3. Johns Hopkins University, The Paul H. Nitze School of Advanced International Studies (est. 1943; www.sais-jhu.edu). In addition to its Washington, D.C., campus, SAIS has locations in Bologna, Italy; and Nanjing, China.

4. Columbia University School of International and Public Affairs (est. 1946; sipa.columbia.edu). Nearly 38 percent of employed 2011 SIPA graduates are working in the private sector, 34 percent in the public sector, and 24 percent in nonprofits, with 6 percent pursuing further study.

5. Princeton University Woodrow Wilson School of Public & International Affairs (est. 1930; wws.princeton.edu). The class of 2011 alumni took their first jobs in the public sector (55 percent), the nonprofit sector (33 percent), and the private sector (12 percent).

6. London School of Economics Department of International Relations (est. 1927; www2.lse.ac.uk/internationalRelations). LSE director Sir William Beveridge felt the school, one of the oldest and largest IR programs, should "be equipped to deal with international affairs from all the three angles of law, history and administration."

7. Tufts University Fletcher School (est. 1933; fletcher.tufts.edu). The Fletcher School has admitted students from more than 40 countries.

8. George Washington University Elliott School of International Affairs (est. 1988; elliott.gwu.edu). The Elliott School is the largest school of international affairs in the United States.

9. University of Oxford Department of Politics and International Relations (est. 2000; www.politics.ox.ac.uk). It's home to The Centre for Political Ideologies and the Oxford Centre for the Study of Inequality and Democracy, among others. The program stresses an interdisciplinary approach.

10. American University School of International Service (est. 1958; american.edu/sis). The School of International Service was founded at the urging of President Dwight Eisenhower at the peak of the cold war.

13. Yale University Jackson Institute for Global Affairs (est. 2009; jackson.yale.edu). This is the newest IR program on the list. The institute's first class began its studies in the fall of 2010.

14. University of Chicago Committee on International Relations (est. 1928; cir.uchicago.edu). The Committee on International Relations is the oldest US program of its kind.

15. L'Institut d'etudes politiques (IEP) de Paris (est. 1871; http://www.sciencespo.fr/en). President Fran?ois Hollande and the previous three presidents ? Nicolas Sarkozy, Jacques Chirac, and Fran?ois Mitterand ? attended this school, known as Sciences Po, although Mr. Sarkozy dropped out. The school wasn't ranked last year.

Brand expectation also fluctuates by cultural outlook.? American society places emphasis on the environmental awareness and social responsibility of their drink (e.g. fair-trade, organic), while most European and South American have adopted certain brews as national treasures (e.g. Sumatra blend from Indonesia, Columbian roast from the Andes, Arabica from Turkey, Robusta originating from Vietnam).? A company must include all these aspects into their final product, but emphasize various aspects depending on the social demographics.

Companies competing in the coffee industry are a perfect example of how brand definition should be altered based on cultural connotations.? Nescaf?, a multinational coffee supplier, branded their products as memories that create lasting impressions in Southeast Asia.? Whereas, in the United States, their brand has been built as the ?Taster?s Choice?, satisfying a consumer?s need for caffeine while fulfilling their desires.

Some may see the dark beverage as offering a brief time for mental recuperation and relaxation done during a ?coffee break,? while others might view it as a leisurely caf? drink to be enjoyed slowly in the company of friends.? Thus, a different brand is derived, and a distinctive emotional connection put to the test.? What other industries do you see trying to transform a commodity into a lifestyle?

Six reasons this year's U.N. General Assembly is must-see TV

Think the annual September gathering of world leaders at the United Nations is a big snooze? Think again. In the past, it has produced memorable, even explosive, moments: President George W. Bush telling the global assembly in 2002 it risked ?irrelevance? if it didn't join him in confronting Iraq?s Saddam Hussein, or Venezuela?s Hugo Ch?vez, in 2006, likening the same Mr. Bush to the devil, or Libya's late Muammar Qaddafi demanding the UN move to Tripoli so he would not have to cross multiple time zones to attend meetings.

This year, the General Assembly debate convenes early Sept. 25 in a particularly somber mood. The Security Council is stuck in big power paralysis over the Syrian crisis to a degree unseen since the end of the cold war. Here are six key moments to watch for this time, led by a matchup of two presidential candidates from a major Security Council power. Guess which one?

1. Dueling Obama and Romney speeches

OK, so Republican presidential candidate Mitt Romney won?t have his moment at the UN podium ? at least not this year. But at just about the same time President Obama is addressing the General Assembly Tuesday morning, Mr. Romney will be speaking across Manhattan at the Clinton Global Initiative, former President Bill Clinton?s international development forum.

Mr. Obama?s star status at the UN was tarnished last year when, working through the Security Council, he opposed the Palestinians? bid for recognition. This year, expect Obama to laud Myanmar?s emergence from authoritarian rule and to recognize the ?work in progress? that are the countries of the Arab awakening. He?s likely to remind Syria?s embattled regime that its time is past, but a cautious president wanting no international surprises before November won?t be calling for international intervention in Syria?s civil war. Obama is also likely to remind the world that the window for resolving Iran?s nuclear challenge peacefully is closing.

A question buzzing around diplomatic circles: Will Obama offer a second take of his 2009 Cairo speech and address the frustrations ? showcased in recent anti-American violence ? that threaten to split Muslim countries from the 21st-century world?

2. Egypt's President Mohammed Morsi in the spotlight

Mr. Morsi, the Muslim Brotherhood-affiliated candidate who won Egypt?s first democratic election in June, could provide early clues about how the Islamist leaders who emerged from the Arab Spring intend to interact with the broader world. Morsi was slow to respond to the recent violence that started in Egypt over an American-made video that denigrates the prophet Mohammed. Will Morsi condemn the anti-American and anti-Western violence? And will he pursue the blistering condemnation of Syria?s Bashar al-Assad that he unveiled on a recent visit to Tehran ? and will he thus lay bare the deepening divide between Sunni and Shiite Muslims in the Middle East?

Something else to watch for: what Morsi says about 9/11. The Islamist leader has voiced doubts in the past about Al Qaeda?s role, so some analysts say his visit to New York, the site of the deadliest of the attacks, is a perfect opportunity for him to erase any doubts about his views of that tragic day.

3. A muzzled Mahmoud Ahmadinejad of Iran?

In the past, President Ahmadinejad has seemed to relish his ability to send many delegations fleeing the General Assembly?s green auditorium with his inflammatory statements ? usually directed against Israel, but also targeting the US and the big-power-led Security Council. With Israeli Prime Minister Benjamin Netanyahu threatening a military strike against Iran?s nuclear facilities, Mr. Ahmadinejad may opt to throw a few verbal bombs of his own. But some Iran experts, noting that Ahmadinejad is embroiled in a power struggle at home with supreme leader Ali Khamenei, wonder if he might tone down his rhetoric this year.

With Iran?s economy in free fall as a result of UN-approved international sanctions and with the Iranian leadership declaring (and participating in) the Syrian civil war as a battle between regional and international ?domineering powers,? don?t bet on it.

4. Myanmar's return to grace

Myanmar?s president, Thein Sein, will attend the General Assembly, marking the emergence of this Southeast Asian country (formerly known as Burma) from diplomatic isolation amid a significant but incomplete political reformation. Also in New York will be longtime dissident and Nobel Peace Prize winner Aung San Suu Kyi, whose stops in Washington included a White House visit with another Nobel laureate, Barack Obama. Ms. Suu Kyi may be the belle of the UN ball, but as an elected member of Myanmar's parliament she may want to avoid showing up President Sein.

5. The Obama-Netanyahu nonmeeting

Obama speaks at the UN Tuesday morning, will address the Clinton Global initiative in the afternoon, and then return to Washington and the campaign. Israeli Prime Minister Benjamin Netanyahu does not arrive in New York until Thursday because of the Yom Kippur holiday. That explains why the two leaders won?t meet in New York, according to the White House.

The real reason seems to lie elsewhere: Mr. Netanyahu had circulated his intention to press Obama to commit to setting ?red lines? for Iran?s nuclear program that, once crossed by Tehran, would trigger US military action. But Obama, who wants to give diplomacy more time and who believes that setting automatic triggers on Iran at this point would be counterproductive, wanted to avoid being painted into a corner by the Israeli leader. Netanyahu is expected to meet with Secretary of State Hillary Rodham Clinton instead, so watch for signs of any tension.

6. Palestinian statehood redux

Palestinian President Mahmoud Abbas last year attempted an end run around the stalled Israeli-Palestinian peace process by using the UN gathering to submit a formal petition for statehood to the Security Council. The move went nowhere, but not before infuriating the US (see ?painting into a corner? in previous item) for forcing Obama to take the UN stage to side with Israel and publicly state US opposition to something he had supported: Palestinian statehood.

This year the Palestinians are lowering their sights. They are expected to announce their intention to win UN ?observer state? status through the General Assembly by the end of the year.

Observer status ? it?s what the Vatican has at the UN ? does not confer voting rights, but it would endow the Palestinians with enhanced legal rights, such as the ability to pursue Israel in international courts. The US and Israel oppose the ?observer state? initiative, saying it would doom the peace process. But winning it requires only a majority vote from the 193-member General Assembly, which is largely pro-Palestinian. With some Palestinian leaders proclaiming that ?observer state? status would recognize Palestine as a ?country under occupation,? the words Mr. Abbas chooses to explain the initiative could turn out to be the assembly?s most explosive.

When it comes to farm raised fish, it doesn't pay to let them be lazy. Fish like wild salmon, tuna and eel are built for the vigorous swimming required during migration.

These fish are "uniquely adapted to a physiology of high levels of exercise performance," says Tony Farrell, who studies fish physiology in the University of British Columbia Zoology department. "Therefore when we put them in constrained environments and remove predators, the consequences are they become a little more like couch potatoes."

When these fish are raised on farms in captivity, they are prone to a variety of health problems ? everything from heart disease to viral infections ? kind of like human couch potatoes. And, just like with humans, getting more active seems to make a big difference in their health.

There's at least 50 years of research on the physiological benefits of exercise to fish, demonstrating that when fish are good swimmers, they have better cardiovascular fitness, a stronger immune system and are less prone to disease and physical deformities than their sedentary brethren. Yet very few fish farms use exercise as a way to improve the quantity and quality of their product. New research and a new book, Swimming Physiology of Fish: Towards Using Exercise to Farm a Fit Fish in Sustainable Aquaculture, are trying to persuade the commercial fish farmer to give it a try.

Harald Tackle, a senior research scientist at the Norwegian Institute of Food Research (NOFIMA) says fish farms often lose as much as twenty percent of their salmon when they are transferred from fresh-water holding tanks to ocean cages. Part of the reason, he thinks, is that they are simply out of shape. He has been conducting research on the ideal exercise regimen to equip young salmon (called smolts) with the stamina to withstand the rigors of the ocean environment.

In captivity, Takle says the smolts are kept in tanks that maintain a continuous flow of water designed to keep the tanks clean. The fish swim constantly against the artificial current, but little attention has been paid to optimizing the speed of the current to challenge the fish, and give them a good work out. "So the question was, 'What is the optimal speed they should be swimming at?'" says Takle.

In a study published last year, Takle and his colleagues reported that the optimal speed is 0.8 to 1.2 body lengths per second. Less than that, and the smolts are too sedentary, more than that, and they are over-stressed. The study was funded by The Research Council of Norway's HAVBRUK programme and the Norwegian Seafood Research Fund.

To test how this exercise routine improved overall fish health, the researchers exposed the fish to a common salmon virus and monitored their survival. The survival rates of the exercise-conditioned fish were 13 percent higher than the "couch potatoes" used as controls. What's more, the fish in the exercise group showed better growth, better swimming fitness, and genetic tests revealed the activation of genes known to be involved in the immune response and disease resistance.

Tackle estimates that in many cases, farmed fish are swimming at only half the pace they should be. Research in other labs has looked at the effects of exercise on aggression, different types of training routines, turbulence, diet and the use of robotic fish as swim "trainers."

Farmed fish currently make up nearly half of all fish consumed, and the industry is growing rapidly. While it produces a fairly cheap source of protein, disease, waste and a decreasing supply of traditional fish feed remain problems yet to be fully solved.

Increasing survival rates even just a few percent by exercising fish not only creates a healthier environment for them, but it may translate into billions of dollars for fish farms.

Fish exercise may aid the fish farming industry financially, Farrell says, but there's another lesson as well. "Exercise, in a world that is sedentary, is beneficial?even in fish."

So what does that mean to what you get on your dinner plate? Some experts suggest that bigger, stronger, and healthier fish may also produce changes in color, texture or overall appearance that make a more attractive meal to the consumer. But there's no evidence yet that the nutritional content is affected.

(AP) ? President Barack Obama and Republican challenger Mitt Romney are sparring over how best to address U.S. challenges abroad in nearly back-to-back addresses at the Clinton Global Initiative's annual meeting.

Following deadly anti-American protests in Muslim countries over the past two weeks, Romney was to outline plans Tuesday to rework the U.S. foreign aid system, tying development money to requirements that countries allow U.S. investment and remove trade barriers. Obama also was to address top foreign leaders, CEOs and nongovernmental organizations at the gathering spearheaded by former President Bill Clinton.

The event puts the two presidential contenders in front of the same audience on the day Obama also was delivering a major address to the United Nations General Assembly. Both men were drawing contrasts in a presidential contest in which the state of the U.S. economy has been paramount, but which shifted focus this month to foreign policy after attacks in Libya killed four Americans, including the U.S. ambassador there.

In interviews and at campaign events Monday, Romney assailed Obama's leadership abroad, leading a chorus of Republicans in criticizing the president for what they said was minimizing the death of the Ambassador Chris Stevens. Obama, in an interview with CBS' "60 Minutes," said recent violence in the Mideast was due to "bumps in the road" on the way to democracy. Romney on Monday also suggested Obama was leaving American foreign policy at the mercy of events instead of working to shape global politics in America's interest.

At the United Nations, Obama planned a sweeping defense of his policy of engagement overseas. The president planned to "send a clear message that the United States will never retreat from the world, will bring justice to those who harm Americans and will stand strongly for our democratic values abroad," National Security Council spokesman Tommy Vietor said in an email.

Romney's focus on foreign aid was likely to draw attention to the situation in Egypt, a U.S. ally and the recipient of billions of dollars in American assistance each year. That aid has come under new scrutiny in the wake of protests that saw Egyptians scaling the walls of the U.S. Embassy in Cairo. Romney has said he would put stricter conditions on U.S. aid to Egypt's newly installed government, now headed by an Islamist president. The Obama administration reinstated military aid to Egypt earlier this year despite concerns about abuse as the country transitions to democratic rule.

Romney's campaign said Monday that the current system of foreign aid "reflects an outdated way of thinking about the world."

Both Romney and Obama will appear on a stage at the gathering led by Clinton, who just a few weeks earlier was offering a forceful defense of Obama's economic record and plans for the future at the Democratic National Convention in Charlotte, N.C.

"I think the president's plan is better than the Romney plan, because the Romney plan fails the first test of fiscal responsibility: The numbers don't add up," Clinton said in that speech, one of several jabs at the Republican nominee.

During the last presidential election, both Obama and 2008 Republican nominee John McCain spoke at Clinton's annual meeting. That year, the former president had warm words for both men. He praised McCain's stance on global warming and complimented Obama's approach to a meeting the two had held earlier in the month at Clinton's Harlem office.

After his speech to the Clinton meeting, Romney planned to discuss education policy at a forum sponsored by NBC News. He also planned to join running mate Paul Ryan at a campaign rally in Ohio.

Solar panel startup to get $197 million from Uncle Sam

LOS ANGELES - A tiny solar company named SoloPower will flip the switch on production at a U.S. factory Thursday, a major step toward allowing it to tap a $197 million government loan guarantee awarded under the same controversial program that supported failed panel maker Solyndra.

SoloPower has initiated a strategy to differentiate it from struggling commodity players in the solar panel industry. Still, there are several similarities between SoloPower and Solyndra - which became a lightning rod in the U.S. Presidential campaign this year after taking in more than $500 million in government loans and then filing for bankruptcy.


Like Solyndra, SoloPower is a Silicon Valley start-up and uses the same non-traditional raw material in its solar panels. And, like its now-defunct peer, SoloPower is one of just four U.S. panel manufacturers to clinch loan guarantees under the Department of Energy's $35 billion program to support emerging clean energy technologies. The DOE payments to SoloPower will come on top of the $56.5 million SoloPower has collected in loans, tax credits and incentives from the state of Oregon and the city of Portland, where its first factory will be located.

And, perhaps most importantly, SoloPower is entering the market at a time of cutthroat competition from cheaper solar products made in China.

Though global demand for photovoltaic solar installations is expected to grow about 8 percent this year, rapid expansion of panel manufacturing in Asia in recent years - combined with a pullback in government incentives in key European markets - has left a glut of solar panels in the market, sending prices down 30 percent this year alone.

Companies that make those panels are now struggling to survive. Even the world's largest solar panel maker, China's Suntech Power Holdings Inc, warned on Friday that it may be delisted by the New York Stock Exchange because its share price, which reached $90 in 2008, is now less than $1. Debt-heavy Suntech has also been hurt since it said in July that its partner in a solar development fund might have defrauded it with a bogus collateral pledge of hundreds of millions of German bonds.

Political pressure
These struggles have heaped political pressure on the sector. Republicans, intent on taking back the White House in November's election, are using Solyndra and other U.S. Department of Energy loan failures to brand the Obama administration's green incentives a waste of public money and fountain of cronyism. Solyndra, for instance, was backed by George Kaiser, a major fundraiser for Obama.

As the failures accumulate, Obama is under pressure to show better results for the program.

Earlier this month, the Republican-controlled U.S. House of Representatives passed a "No More Solyndras" bill that would phase out the program for energy loans. It is highly unlikely to be taken up by the U.S. Senate or signed by Obama.

SoloPower says the comparisons to Solyndra are unwarranted.

The San Jose, California company's lightweight, flexible solar panels have a unique advantage, Chief Executive Tim Harris said in an interview. They are pointed squarely at commercial and industrial rooftops that can't support traditional panels, according to Harris, who said half of the buildings in the world can't bear the weight of heavy, rigid panels made with silicon. This includes many of the buildings that house warehouses and big box retailers, Harris said. In addition, he said SoloPower panels are commanding a price premium in a market that has become increasingly commoditized.

"We have way more demand than we have capacity at a very substantial premium price," Harris said in an interview. He declined to specify the premium SoloPower is able to charge, but said his company's product is best suited for markets such as Japan, Italy and Korea, which have high electricity prices and favorable incentives for rooftop systems.

The company has been able to raise more than $200 million in venture funding from investors including Crosslink Capital, Hudson Clean Energy Partners, Convexa Capital Ventures and Firsthand Capital Management.

"Before one dollar of the DOE loan is relied upon it will be demonstrable that this is a company that absolutely can manufacture a product that there will be verifiable demand for," said John Cavalier, a managing partner with Hudson Clean Energy Partners, which invested in SoloPower. "I don't think anyone will question the wisdom of making a loan of this nature to this company."

But some in the industry are skeptical of SoloPower's ability to succeed without having to lower its prices to compete with cheaper products from Asia.

"They are flexible and lightweight. Is anyone willing to pay a price premium for that? I would lean toward saying no," said Matt Feinstein, a solar industry analyst with Lux Research, a research and advisory firm that specializes in emerging technologies. "They have to compete head-to-head with the Chinese."

Lighter, less efficient
SoloPower must have its first production line up and running and meet other undisclosed milestones before it can begin to draw down funds from its U.S. Department of Energy loan guarantee. Harris expects that to happen later this year or early next year. Funds from the loan guarantee will pay for construction of the rest of the Portland, Oregon factory, which is expected to be completed in 2014. DOE spokesman Damien LaVera would not provide details on the terms of SoloPower's loan guarantee and said the company's technology was not similar to Solyndra's, but would not elaborate.

Once completed, the plant will produce 400 megawatts of solar panels annually and employ about 400 people. There are 60 people working there currently.

SoloPower will be profitable once the first line is up and running producing panels, Harris said. Many solar companies, meanwhile, have been losing money as they scramble to cut costs as quickly as the prices on their products are falling.

Solyndra, for its part, drew down 99 percent of its $535 million loan guarantee without turning a profit.

Some project developers, bankers and others are wary of newer "thin film" solar technologies like SoloPower's that are less efficient than traditional panels at transforming the sun's light into electricity.

Thin film, a broad term for solar panels that don't use silicon as their raw material, became a darling of investors five years ago when solar-grade silicon prices soared to $500 a kilogram. Thin film makers argued that despite their shortcomings in efficiency, they could deliver far cheaper solar power than their silicon-reliant rivals. Today, however, an influx of capacity from Asia has driven spot prices for polysilicon to about $20 per kg, raising questions about the need to fund alternatives to silicon-based panels.

"SoloPower is going to have to deal with the industry perception right now that thin film is a dying technology," said GTM Research solar analyst MJ Shiao. "A start-up thin film manufacturer makes a lot of developers uneasy."

But SoloPower's Harris disputed that view, saying his company already has more orders than it can fill. "There is a pipeline of projects that are about ready to go that are just waiting for this lightweight module. If you want to put solar on, we're the only choice," he said. "It would be impossible to start a factory today unless you had a unique product."

Cheap competition
Like Solyndra, SoloPower's panels use copper indium gallium selenide, or CIGS, as their raw material. CIGS panels have long held the promise of being cheaper than polysilicon-based panels while delivering efficiencies that are higher than other thin film technologies such as cadmium telluride, the raw material used by U.S. solar heavyweight First Solar Inc. The drastic drop in the price of traditional panels over the last few years, however, has kept CIGS manufacturers from delivering on that promise on a commercial scale.

In the last year, CIGS solar companies HelioVolt and Ascent Solar Technologies Inc have sold stakes to South Korean conglomerate SK Group and TFG Radiant Group, respectively. Another, Miasole, has cut staff and said publicly that it is searching for a partner. Rival Nanosolar earlier this month said its chief executive left after just eight months.

Though Solyndra is the best known solar failure of the last year, it was far from the only one. GTM Research estimates that the United States produced 281 megawatts of PV modules in the first half of 2012, compared with 561 MW in the first half of 2011. That's a big reason why a string of manufacturers in both the United States and Europe have closed their doors in the face of competition from increasingly cheap Chinese panels.

First Solar, for example, postponed indefinitely its plans for a second U.S. factory in Arizona because of the weak market conditions. Start-ups are being hit too. Of the four companies that received loan guarantees for photovoltaic solar manufacturing, two - Solyndra and Abound Solar - have filed for bankruptcy. SoloPower and Lexington, Massachusetts-based 1366 Technologies Inc, which received a $150 million loan guarantee, remain. 1366 also has yet to draw down funds from its loan guarantee.

Even the Chinese manufacturers, whose products are the cheapest in the world, are losing money and struggling with ballooning inventories. One of the biggest Chinese solar companies, LDK Solar Co Ltd, said earlier this month that it was looking to raise cash and may sell a strategic stake.

For its part, SoloPower has hired Macquarie Capital to help it explore partnership opportunities. Such a deal could include giving distribution rights to a European or Asian partner in return for a stake in the company. SoloPower is not up for sale, however, Harris said.

In fact, the company could even pursue an initial public offering next year, Cavalier of Hudson Clean Energy Partners said.

"If the capital markets come back next year, I think we will be able to articulate the value that we offer to potential IPO investors," he said.
